Cultivating Changemakers to Advance Social Inclusion

In Hong Kong, underrepresented communities continue to face barriers to social inclusion and equal opportunity – challenges that were further exposed and intensified by the COVID-19 pandemic. These deepening inequalities highlight the urgent need for supportive and sustainable interventions. The D. H. Chen Foundation recognises the importance of diverse participation for building an inclusive society where everyone feels valued, belongs, and empowered to thrive.

From 2025 to 2028, the Foundation is co-funding Resolve Foundation to advance the Community Changemaker Fellowship, nurturing 75 new changemakers and 75 mentors from diverse backgrounds, including ethnic minorities, persons with disabilities, migrant domestic workers, refugees, and LGBTQIA+ groups. Through tailored workshops, mentorship, and community gatherings with a focus on intersectional impact and systemic change, participants will be equipped with practical tools, networks, and leadership skills to create lasting impact. Alumni forums and social events further encourage peer learning and cross-cohort collaboration, strengthening this vibrant network of changemakers dedicated to driving systemic change and advancing social inclusion across Hong Kong.

A key element of the Fellowship is the Opportunity Fund, a seed funding initiative open to Fellows and alumni, enabling them to ideate and implement community-led projects. It operates through a participatory model, with the decision-making body comprising peer Fellows from different communities and areas of expertise. This pioneering approach highlights the importance of involving community representatives in funding decisions, recognising that they are best placed to understand local needs. In doing so, the model helps rebalance traditional power dynamics in the social impact sector and build deeper trust with community representatives as equal partners.

The Fellowship aligns with the Foundation’s vision of building a compassionate society by empowering changemakers from marginalised communities and their allies to lead meaningful change and foster a diverse network of leaders creating a society where everyone belongs. The Foundation also anticipates witnessing the ripple effect generated by Fellows as they put their inclusive initiatives into compassionate action.
