Ageing populations are a pressing challenge worldwide, and Hong Kong is no exception. There has been a significant increase in older adults living alone, many of whom face social isolation or remain hidden from community support. This issue is further exacerbated by widespread misconceptions that older adults are passive or dependent. Such stereotypes create more exclusion, where eldercare services fail to reflect the actual preferences and needs of older adults. As a result, many older individuals find activities offered by the social sector unfriendly or unrelatable, leading to further disengagement.
In light of this, The D. H. Chen Foundation has partnered with Our Hong Kong Foundation to launch a pioneering research programme aimed at transforming Hong Kong’s eldercare ecosystem through bridging diverse disciplines and perspectives to promote meaningful and healthy ageing.
The 18-month programme is carried out in two phases. Phase 1 focuses on mapping the current eldercare ecosystem by identifying key actors, prevalent narratives, current challenges and opportunities, while also reviewing overseas case studies. Phase 2 involves collecting impact stories from community champions, reframing eldercare concepts for Hong Kong, and developing policy recommendations. A comprehensive report and a practical action guide will be released in 2026 to support cross-sector efforts in promoting meaningful ageing across various domains.
At its core, the programme adopts a person-centred and strengths-based approach, viewing eldercare as a continuous, multidisciplinary process encompassing medical, psychological, social, and emotional support. It recognises older adults not as passive recipients of care, but as active contributors and experts in their own wellbeing. This reciprocal model fosters stronger connections between older adults and the community. Given Hong Kong’s increasingly educated ageing population and declining birth rate, such a framework is essential for encouraging lifelong learning, social engagement, and empowerment for future generations.
Through this initiative, the Foundation seeks to reshape societal perceptions of ageing, inspire compassionate and effective policies, and empower communities by enhancing awareness among government bodies, nonprofits, the private sector, and the public. Aligned with the Foundation’s core values, this programme lays the groundwork for a sustainable, inclusive, and empowering eldercare ecosystem in Hong Kong.
